thigh highs only

When a character is topless and is only wearing thigh highs. Due to how most of the character's body will be exposed from the lack of clothing, unless the character has their genitals/breasts covered in a way that doesn't involve them wearing clothing, or has featureless breasts and/or a featureless crotch, a post using this tag should be questionable or explicit (minus the exceptions mentioned).
