The plastic bags leader is a character from the podcast “Welcome to Night Vale”. It is a three-headed, feral dog that wears dozens of decorative service medals and chevrons. It, along with the pack of feral dogs it lead, appeared in the town of Night Vale and were reported to have been terrorizing the town through incidents such as attacking a group of children, abducting two homeless men, breaking into the local Senior Center, and stealing the Senior Center’s televisions, before being returned to the dog park they came from. The mayor of Night Vale later claimed that the dogs were actually just plastic bags that everyone mistook for a pack of wild dogs.
