When a character is waving directly at you, the viewer.
This is opposed to the character waving to another visible in the scene, or waving while facing away from the viewer at a potentially off screen, or entirely unseen character out of frame. Waving at the viewer almost inherently also involves looking at viewer, and may also involve talking to the viewer.
Waving at viewer SHOULD NOT be applied to a shot/reverse shot - where the character is shown, followed by a panel (in a comic) or shot (in an animation), where a second character is shown waving towards the fourth wall, at that now unseen first character, and so is only indirectly waving at the viewer.
