First off, if your account is less than a week old you cannot post. Also, is the post acceptable?
1. Locate the Upload button (which can be found to the top of the Posts index menu, as well as the Posts section in the static map.
2. Fill in the form. If you know the artist, tag it!
Refrain from posting art covered by the avoid posting list.
3. At least 4 tags are required to post. Make sure you tag thoroughly, as you may get in trouble for posting with fewer than 10 non-implied general tags unless there simply aren't that many common tags that can be reasonably applied to the post. The following are pretty standard things to tag in an image:
N.B. Please ensure that all the tags you use are valid; i.e. are tagged on at least one other post by another user. This step helps to significantly reduce the possibility of your tags being edited/removed by another user, as well as in preventing you being given a record about it.
Add the source as applicable. If possible please add at least a direct link to the submission page inside the artist's gallery, or to the commissioner's gallery.
Some images, like young art, have to be marked as such for legal reasons, not to mention it being a very common blacklist choice.
So don't forget to tag it where relevant!

4. Finally, give it the correct rating, and press upload!
