A friend of mine did some digging and found the source, along with information about the artist.

The artist is named Trias, and the character is named Venus "Viv" Azana.

Unfortunately, the date is either false or not a date at all. This wasn't drawn in 1976, but sometime between 2009 and 2010. Trias was born in 1991.

I'll add the source and adjust the artist tag.
