No, I would not say. Nor would about a half-dozen others who added tag edits to the post since new, and did not change the rating. I imagine this image would be less questionable, were it not for the tennis net and its implied convenient_censorship, vs. say, featureless_crotch.

Yet as you say, some people might think the possibility, or even suggestion of junk = questionable. I agree with your assessment that there are such sensitive people out there, and while e621 is not a place for such people to be, with the database being linked with e926, I will not revert the rating.

Not necessarily. For instance, there's plenty of nude werewolves that are rated safe: werewolf nude rating:safe.

I don't see what's questionable about this one either. There's nothing suggestive as far as I can see.
