Well: someone reported your comment then; which caused an admin to arrive and investigate your comment, finding it to be degrading; which caused him to take administrate action by giving you a neutral warning.

But, you can also do the same if you find comments degrading towards you or others. This will cause the commenter to go through the same process, and if the admin finds them to be in the wrong, they can choose to perform administrative action. But do know this: if an admin finds you abusing this system by doing TOO MANY (heavy emphasis) reports that they no not find worth reporting, they can perform administrative actions on you instead. So, as a hint on this, don't bother because it's three months old. The admin won't care.

Or in shorthand: you can report others if you find degrading comments that you do not agree with; admins will (eventually) get to acting on it and will act on it if deemed needed (you will be alerted to any action they take via PM); do not abuse the system, though.

Neutral ratings delete themselves after a year of "good behavior" (I.E. don't receive any non-positive mark during that span of time)

Although just because the non-negative mark is gone doesn't mean the Admins will forget about it, it just means they "forgive" you,

I was wrong about this. If you get a neutral record, you have to ask an admin to take it away (after 6 months, of course).
