Hi there. In the Tolkien universe, dragons were a creation of Morgoth (the evil god) during the first age and were made to be evil. Straight up, those dragons were bad and i'm pretty sure they had no intention of their fire bringing life in any fashion. In some literature fire may equal life but when Smaug said "I am fire. I am death" he meant, I am going to murder every one with my breath. Feel free to do your own research and learn to take things for face value.
