Not sure why Slowbro is so afraid. He resists Golduck's STAB and can very well tank everything else in his arsenal. He can easily Slack Off the damage and Psychic/Psyshock in between.
Well, that is really buff for a Golduck and Slowbro is looking a bit flabby. Or in game terms, Golduck was probably raised competitively, while Slowbro by a casual player.
Alternatively, this is just a case of "this pokémon looks cooler, so is obviously better", which is understandable, if illogical.
