Canonically as of its last appearance, that outfit doesn't have panties or a loin cloth or anything: It's completely open under there. You can see under it in certain camera angles in Smash Bros. And apparently the artist who worked on her for the game decided to add a few faint details. And I'm not kidding. Look it up.
