Below, please find a summary of the new behavioral and societal guidelines being placed into effect over the next three days as outlined and further explained later in this booklet:

- Felines are property, not private individuals
- Felines are not permitted on public property without a handler, and
- Felines must be fitted with a securely fastened collar at all times, guided by a leash at all times while on public property.
- Felines are not permitted privacy in any context, including but not limited to:
- Wearing of clothing of any kind, at any time, for any reason, is prohibited
- Entry to restrooms of any kind, public or private, for any reason, is prohibited
- Unless the restroom in question is certified for handling felines, and under video surveillance at the time of use
- Entry to personal bathing services of any kind, for any reason, is prohibited
- Sleeping/Mating in any private context is prohibited
- Felines are not permitted to disobey any instruction given to them by their legal owner(s), unless it were to break any rule listed above this one

Much to his chagrin, Matt is still being socialized and obedience trained by his newly assigned behavioral trainer - as are most felines, only a few days after the registration mandate. Matt's trainer has decided it would be much easier for her if Matt couldn't impregnate a female, and given his extreme opposition to the responsible option - a neutering - she'd just have to put his genitals on an indefinite hiatus. At least until he's earned some attention there. In general, those unaffected are still coming to accept the new insistence on the normalcy of the feline pet. Luckily for the powers that be, trainers like this one and other similarly enthusiastic embracers of the new laws are in no short supply, eager to push the benefits and find suitable homes and owners for these newly degraded animals!
