Although its not really a tattoo cause it usually appears out of nowhere.

There's not really a set definition for it. But their appearance on a girl means it will change her behaviour. In avante's case to make them super horny.

Other artists used them to show that the girl in the picture is turning into a succubus... cause thats a thing.
Or other versions of it that make the girl into a obedient slave, hurt her where she doesnt do what a man wants etc. There's like 40 versions of them or possibly more.

Personally i dont like them.
