Only since Oblivion. Prior to that (in Morrowind, at least) they had lizard feet, and Khajiit were digitigrade as well. They explained the Khajiit one away as a quirk of their different forms, and presumably there are different types of Argonian as well.

Argonians had plantigrade feet in the first two games, as well. Morrowind is an aberration.
