The real issue that would be present here is the proper ph level and cleanness. Public pools despite that they are filled with chemicals and chloride still have a lot of dangerous bacteria. And for a woman, neither of those are good for your health.
So under normal circumstances, for humans it is not advised to have sex in a pool or natural waters due to increased risk of infection, stds and overall it is not considered comfortable, as water does not serve as a lubricant (as mentioned by Rylyn above)
I'll be honest medical realism wasn't my first concerns, my first and foremost priority was portraying Nick and Judy is a proper, in-character way with their appearance and dialogue. But for the sake of narrative, we could say that since animals are even more sensitive to chemicals, in Zootopia they aren't using extreme chemicals in their water, just enough to make it bacteria-free and ready for consumption. Also they don't cycle the pool water (or if they do they have just as good cleaning for it as a water treatment center), and this cave is where the fresh water is let into the pool (which is clean enough that you could drink it, so it should be safe enough to have sex in it, just like sex at home in your bath tub)
