If you're talking about the tribute book, I'd assume there are several reasons - 1) It's a commercial work so probably would be taken down if it was uploaded to e621.net 2) it's a physical product so people have to wait until it arrives in the post before they can scan it 3) it's being shipped from Japan, so anyone who could possibly have it now would be in Japan, so it might have been uploaded but the link is floating around on 2ch.net.
Maybe if you want it, you could order a copy yourself?
