If you want my two cents. Like you said, it's well drawn with both technical and aesthetical mastery. But that alone doesn't explain it's popularity. I think one of the key aspects that helps it's score is just how inoffensive it is. By that I mean, it lacks many tags that would put it on peoples blacklist. Even simple tags like feral or animal_genitalia that might not be black listed outright, but might not be appealing to some people.

The other key is momentum. I found this by searching "order:score -animated" and there it was at the number one spot. Once you're popular, it's easer to become more popular in a positive feedback loop. As a side note, photonoko has uploaded many other post that have received 100+ likes. So I think it's safe to say that they are one of the most popular artist here on e621.
