Not just the legs, the fur color seem off.

It's the missing black ear tips and white under chin, maybe recoloured for the undercover work?

This was originally drawn two months before the movie came out and was my first Judy Hopps pic!

All we had at that point was a trailer and her appearance wasn't nearly as well known as it is now.
