I assume we're talking about the BBC show, Doctor Who. If so, then Dr._Who should be used as a separate character name. Doctor_Who should be used when referring to the copyright tag.
It is simple, but some people minds work differently than others.

Fair enough, however doctor_who is already in the database exclusively as a copyright tag and dr._who is also a copyright tag. The only character tag I can find is the one the_doctor which is a character tag and actually seems appropriate as there are many incarnations and variations of "Dr. Who" specifically.

the_doctor is a much better character tag for that character, since that's what he calls himself.
+1 to the alias the two together for a copyright tag, and +1 to making the_doctor the character tag.

It makes the most sense to me for doctor_who being the copyright, the_doctor being the character tag.
While we're at it, a whole bunch of Doctor Who aliases/implications.
There's also a whole ton of doctor_whooves_(mlp) stuff, some tagged with doctor_who but a lot that isn't. Should it be tagged with it at all?
