Yeah you can request art here, but I doubt you'll get a reasonable answer. better bet would be to scope out FurAffinity or something similar and then look for someone doing free art, or send PMs to artists whose style you like (wouldn't recommend any trying to earn a living from their art if you can't pay) and see if anyone would be interested.

There are a handful of artists that peruse e621. If they post frequently enough (and if you can discern them from the regular users) you can do as Easy says and try PM'ing them asking for a commission and a price.

Really, look at the FA forums and such and see if anyone's advertising that they do art free. It happens more often than you think.
