Hmm, good point. I guess it comes down to defaults. Are we to assume that body parts off camera are always clothed (in which case those would be topless & half_dressed) or that they follow suit (ha!) with body parts on camera (in which case those would be nude)?

Considering TWYS and all, neither: Topless means visibly no top and no visible bottom, while half-dressed implies some visible part of the body is covered. This was (mostly) resolved in forum #29829

This never should have been processed until it was properly discussed. Implication undone. Topless tag is useful for bust pics where the bottom isn't visible.

Assume what you want. We can't very well tag them nude, since we can't see the rest.

This is a incredibly subjective topic.

I'd go with the "extrapolate on visible things" route. Meaning, if we see only the bust and that the bust is nude we expect the rest to be nude as well, the other option option would be to say that she is clothed even if it suggests otherwise.
That would be like seeing breasts but no nethers and then saying it is a dickgirl because the signs obviously point to a penis between the legs and not a vagina.
