But seriously, considering the "tag what you see" politic, a non-stoned stoner could be hard to find.

But it's still a possibility. Personally I don't like tags like stoner, for the same reason I don't like bitch. Way too objective to be consistently applied correctly.

Maybe they're holding a bong and wearing a marijuana leaf t-shirt and yelling, "woo, 4:20 in five minutes, man!" but they have clear eyes and a sober face.

Is stoner not a subjective tag, and should be removed as such? It seems to me that someone would only use the tag if there's someone featured in a picture who, in their opinion, happens to look like a stoner. There are a bunch of drug-related tags we could use instead of stoner (i.e. 420, marijuana, bong, smoking, drugs.
On the other hand, stoned isn't a subjective word, as it as a clear definition of being high on drugs/marijuana. This shouldn't be aliased or implicated, in my opinion.

Smoking a joint for the first time does not necessarily make one a seasoned stoner.
