Clothed means there are clothes on the character. Clothing mean there is clothing on the picture.
Its a generalization. Int his way, an implication could be acceptable, but i personally vote for an alias.

if a person is clothed, there is clothing. Clothing doesn't mean someone is clothed. Clothing could be on a person, on hangers, folded, in a heap on the floor, dangling from the ceiling fan, and so forth.

When one thing is a more general case than the other, that's what implications are for. If a character is wearing clothes, the picture should be tagged with clothed, and also with clothing. There's no situation where you'd have a clothed tag that shouldn't also have the clothing tag, so an implication is fine.
However, there are situations where a post should be tagged with clothing, but not with clothed (e.g. post #106217). That means that an alias is not acceptable.
