Reason: Artist tag assumes copyright of said work

I should probably ask, is a copyright tag necessary? I think character tags (kiwano_maxwell, claude_maxwell) might just be enough.

A copyright tag explicitly should not be used
artists have an inherit copyright when they create their works, so a copyright tag would be redundant since they have an artist tag already. instead, the copyright category is for the various non-artist tags with copyrights, stuff like looney_tunes or world_of_warcraft.
