Not sure about this. There's some images under frottage -penis that shouldn't be tagged with penis.

But I dunno if they should be tagged as frottage in the first place. I think we should stick to the wiki definition, because there's already the tribadism tag for the female equivalent. In which case this implication would be okay.

On the other hand, there's 120+ images with breasts_frottage tag...

well, it's actually grammatically correct to call that breasts frottage. If you actually look up what the definition of the term is, it is defined as, "The act of rubbing against the body of another person to attain sexual gratification." While common use has come to define it primarily as a gay male fetish involving only the penises, by defining it as being specifically involving breasts actually makes sense. You just need to know the actual meaning of the word rather than nonstandard usage as sexual slang. ^_^

For the record, since frottage is so commonly known in porn circles as penis on penis, yeah, keep it as is, implicate penis to it. Just was explaining why breast_frottage is completely okay as a tag definition-wise.
