Honestly I think it should just alias to fellatio, but I'm sure adherants to the tag would oppose it. (at the least it should imply fellatio when it's all said and done)

It seems counterproductive to have less diverse stuff and having categories be overbroad-- that's what implications are there for.

penis_kissing is just the portion of fellatio where one kisses the cock, instead of licking, sucking, or throating it. Fellatio both as a concept and as a search tag is already plenty specific enough that we don't need to subdivide it into each of the separate actions that constitute it. This is why I said that's what I would do, but I know that adherants to the tag would oppose it, which is why I didn't actually suggest it. 'Fellatio' is far and away from being overbroad. :P

To follow the standard of other tags it would be kissing_penis, like holding_breasts, licking_foot, holding_penis, etc.

Good call; they should both be aliased to kissing_penis. I just saw the two penis_kiss* tags and alias suggested them to collapse the two groupings together.
