I'm pretty sure you cannot simply create a bootleg character and then call it the "public domain-safe version" of a copyrighted character.
Adding the implication here would further cement the case that you are not trying to be original and that this could actually be copyright infringement.
This implication is unnecessary. People make fan characters based off some character in a franchise all the time, and that's perfectly fine. While your character is clearly based off the art aesthetic Minnie Mouse is drawn in and shares a few in-universe aspects with her, she's also clearly her own character. You don't need to auto-tag the inspiration for your original character.
