Reason: If a character is sleeping naked, it should imply sleeping.

Yes.

I wouldn't make it imply nude before answering the question of if it can also apply to characters sleeping while mostly nude.

If the tag allows for some level of clothing or other forms of non-nudity, it should be renamed to account for that. sleeping_nude is reasonably interpreted as a character sleeping that is also nude and wouldn't be applicable to a character with clothing. sleeping_exposed maybe?, but that could be interpreted as a character sleeping in the open, prone to someone else finding them, rather than exposed/uncovered genitals.
