The tag alias #80548 fire_head -> flaming_head has been rejected.
Reason: They’re the same thing, and the fire tag has way less post

There’s also flaming_head, which both of these should probably be aliased to instead in order to keep parity with flaming_tail, flaming_hair, flaming_mane, et cetera.

I recently requested a BUR #12559 but apparently the tags has blocking transitive relationships and cannot be applied through bur? Do I need to do something about it

Yes, you would need to reject the current request, as it’s blocking.
