Can recommend Handbrake for converting to MP4 or WebM

Quoting Mairo's quick guide on converting to MP4 for uploading animations to E6:
"On Handbrake, enable "web optimized", disable all resolution limits and anamorphic, all filters off, encoder SVT, FPS same as source and constant, preset to 0, quality to 14 RF, audio either disable if there's none, passthrough if it's AAC or convert to 160k opus if you have no idea, disable subtitles and chapters and I guess that's all."

Never use online converters (or even downloaders). Their quality cannot be guaranteed.
Refer to howto:transcode and convert for conversion help (or howto:sites and sources for downloading help).

If you need a step-by-step using FFMPEG to convert MP4s into an acceptable container, you can refer to my comment here (video w/o audio) or another comment here (video with audio).

I have been using HandBrake to convert from MP4 to WEBM, but it takes a very long time (about 1 hour per video, depending on its length), and it often delivers files over the 100 Mb limit. The solution for me is keep changing the constant quality gauge until the resulting file is within the 100 Mb limit

Encoding time is heavily CPU dependent. Obviously, a better CPU will be faster.

Handbrake if you want a GUI.

FFMPEG if you don't mind using a CLI.

A dedicated GPU is even better, even a CPU with an iGPU can do the trick.

Not really, as it applies to this site. Yes, GPU encoding is far faster, but it sacrifices some quality. For smaller videos that can be fine if you go with a higher bitrate, but for anything pushing the file limit it's far from ideal.

For anyone opting for hardware accelerated encoding, right now Intel's CPUs and GPUs are the only ones that can encode using hardware.

Do you mean for AV1? I find it exceptionally difficult to believe that's the case for the older formats. Afaik, professionals like video editors have used Nvidia & AMD GPUs for encoding for decades.
