Is it a subscription thing, like some kind of E6 Gold Account? Do I have to post more to be able to comment more? Or is it just a case of "the site admins didn't anticipate people reading 500+-page comics, so they set the limits too low"?

The limits are where they are to prevent abuse, the only way to get higher limits is to become a privileged user, which isn't just handed out to random users and can't be bought
The limits are 15 comments and 10 votes per rolling hour, the hits falls off after an hour
- make a comment now, your limit is 14
- make a comment 20 minutes later, your limit is now 13
- 40 minutes later, your limit is 14 (the first comment fell off)
- 20 minutes later, your limit is 15 (the second comment fell off)

Or it could be a case of "the site admins anticipated trolls spamming 500+ rule-breaking comments on every page, so they set the limits very low".
And yes, they are quite common, so this is one of the reasons why we can't have nice things.
