Photos of any kind are not allowed anymore, unless it is a well taken Photo of traditional art, although we still prefer scans.

The guidelines have changed a lot over the years, this was one of them meant to keep the board from getting flooded from low quality submissions.

Fursuit photos have not been allowed since 2016. Those that were posted prior to the policy change are retained as grandfathered_content, as the policy did not apply retroactively.

I can't find a discussion about that specific policy change back then, but from what I can see:

Most the fursuit photos date back to the time when staff would just accept anything they liked, furry or not.

Allowing photos of fursuits could be potentially explosive in content since you can just take thousands of photos of the same fursuit from different angles, with different poses and in different settings. You could of course set rules like "only one photo per fursuit" but then that creates numerous other issues (which photo is the "superior" image, staff having to make sure it's not a duplicate, etc.) which are just a problem for a site focused on primarily 2D artwork. Thousands of posts of the same SFM model are OK though!

For context on how explosive it could be to accept fursuit photos: FurTrack, a booru-like website for fursuit pictures which surely has a much smaller userbase than e621, already has 1,205,868 posts - over 20% as much as e621.
