Should these posts be tagged topless or something else?

partially clothed and undressing and shirt lift

I thought partially clothed is only to be tagged if genitals are visible.

The wiki for partially clothed does not say anything about genitals needing to be visible, but all the example posts show them. If it can be used for non-exposed characters as well, there should be at least one example image demonstrating that. penis poking out doesn't say anything about its relation to clothedness tags, but does list partially clothed in the related tags list.

While I won't dispute the need for a more varied set of thumbnails, it's like saying clothing tags don't apply to humans because none of the thumbnails include humans. (ok fine I can see how it can be misleading)

I was more so referring to topic #59290. Being listed in related tags doesn't mean one should imply the other. It doesn't imply partially clothed since you can just have it poking out through the fly.

It was my understanding that clothing_aside can make a character be considered partially_clothed. (Though I see it doesn't currently implicate it, it would be consistent with the description of partially_clothed.)

I don't see how penis through fly necessitates either of the tags you just mentioned
