Not possible. If you blacklist something, it gets blacklisted completely with no exceptions. Doesn't matter if it is on a poster, figurine, marketable plushies, etc.
The closest thing we have are the ambient_* tags but those are only reserved for species tags; e.g., fish and ambient_fish.

I think that's a bit of a special case. It became a meme to hide a crewman in graffiti or a background element. Exploding the number of copyright tags for posters wouldn't be a great idea.
A compromise might be something like copyright_poster/merch and character_poster/merch ('copyright' and 'character' are left as-is and not replaced by specific names).
I agree that it's a bit silly and leads to overtagging. I think an equivalent to the "ambient" tag would be useful.
At least currently, your best bet is to add/remove something that's specific to this character (e.g. blue_body & yellow_eyes for Nightcrawler) to try and narrow it down further. Still not great, but somewhat more precise.
Sometimes I wonder if artists draw posters and figurines in the background to get more tags and more visibility that way. Like having a popular character like Yoshi as a poster in the back for example. Maybe that's a strategy some are using due to how e621 tags images? I've been wondering that for a while.

This post is the most egregious one that comes to mind where basically every engagement bait waifu you can think of is in the corner watching through a window at some point in the video, though in this case it seems like there was enough backlash that the call was made to remove all the tags except for the actual participants

So I guess these types of artists do exist then. That's a shame. At least there aren't many who do that.
