We need a way to edit the work when it is still a thumbnail. It is too troublesome to open the work when editing.

Change the "mode" dropdown in the posts page to "edit", this allows you to edit it as a thumbnail.

This is discouraged since thumbnails can be misleading, or not show enough detail to indicate which tags are or aren't valid. It should only be done with care and caution, where it's probably better for most taggers to open the image anyway.

Yeah, I don't do it often myself because of that.

re621's zoom-on-hover has worked well for me for the most part
Rather than editing by thumbnail if you have a specific search string you should make a project on https://tagme.dev, it's significantly better than both editing by a tiny thumbnail or opening the post and editing

Bulk tagging or blanket tagging can only be done through Tag Scripts, which is a feature reserved only for accounts that are Privileged and above.
This is due to the high risk of it getting misused by disruptive users who would be able to vandalise tags at a click of a button.

Like @Moonlit-Comet said, you can switch the mode from "View" to "Edit" on the post list page to edit tags from the thumbnail.
It should only be used sparingly when you are completely certain that a post should have this tag.
