Pheasants (https://en.wikipedia.org/wiki/Pheasant) are a paraphyletic group of birds in the family Phasianidae, they share many common features but are often more genetically related to other members of the family (such as grouses or quail) than they are to one another (similar to foxes). In e621's former pursuit of Total Taxonomic Accuracy™, pheasant was aliased away to phasianid; this was a bad move. If you search 'pheasant' now you get a mountain of chickens and turkeys, so if someone actually wants to find pheasants they have to search for individual species, which is both unintuitive and quite annoying. This BUR reestablishes pheasant as a paraphyletic umbrella tag, similar to fox.
In addition, this BUR gets rid of some useless genus-level spectag bloat, the biggest of which being gallus_(genus), which is functionally chicken + the one (1) post of a junglefowl.
