I remember a Japanese artist participated in this year's April Fools' Day avatar event, so there must be Japanese artists who submitted their works on this website.But the question is how many people are there in total?

Artists don't generally announce their nationalities here and most artworks submitted here aren't even posted by the artists themselves, so the total count of actual Japanese artists would be hard to tell.

With that being said, I do know of at least one Japanese artist that posts their work here, see asuka_kurehito.
In addition, there was also an initiative by a user to promote e621 to Japanese artists on Pixiv, but I don't know if that actually attracted any artist to the site.

i don't know any native japanese user here that uploads or comments on posts, most of them i know are lurkers and/or mention about it on twitter

i don't think that's my point - by that assertion, india should be the popular above china which doesn't seem to be the case in website analytics sites like similarweb
i am saying what kind of influence to have large chinese userbase here that i don't see often in nicher platforms like this - is it a meme or certain influencers advertising in mainland
especially when it comes to china being notorious for banning as many sites to their content

India's internet penetration is ~60% whereas China's is ~80%
Compare that to a decade ago where India's was ~14% and China's was ~50%

This is definitely not a fair comparison

China also has heavy censorship and nation-wide blocks on undesirable content, doesn't it? At least I remember hearing that porn, homosexuality, and other e6-relevant topics were much more restricted compared to many other places. They also tended to be pretty insular, only letting up some in more recent times.
