remove alias decuple_penetration (0) -> multi_penetration (0)

Reason: This tag was accidentally aliased to the wrong tag. It was likely intended to target multiple_penetration. See topic #57787 and potentially others for these tags being kind of messy and ambiguous with each other without reading the wiki.
