It could also refer to fully_sheathed, a penis withdrawn into a sheath instead of a genital_slit. The wiki says it's for genital_slits and not fully_sheathed, but the name gives no such distinction and people could easily misinterpret/misuse it.

What exactly is the fully_sheathed equivalent for slits? Is there even such a tag? Maybe the sheath implication should be removed so it can be used for both, then this tag could be aliased to that instead?

There is none, fully_sheathed is typically reserved for canine, equine, or any other sheath-bearing species.
For genital_slit, you need to visually see the penis or penis_tip to tag it as such. Otherwise, you would need to tag it as ambiguous_slit or pussy instead.

The withdrawn_penis tag is probably meant for genital_slit scenarios where the penis is not completely erect and out of the slit yet (e.g., spread_slit, internal) or for scenarios whereby other visual cues would indicate the presence of a penis (e.g., cum_from_slit due to prostate_stimulation).

However, the naming of this tag is not appropriate since it may include penises hidden in sheaths (i.e., fully_sheathed) or cloacas as well (i.e., cloacal_penis).
