Not sure why so many people are unsure on this one. If anyone has an example of inflation that does not result in expansion, please say something.

they can start inflation but not yet expanded like a post where there is a bike pump that being pumped but he isnt "expanded" yet

I think this is relevant, see topic #17436.
Expansion mostly relates to the "expanding" of one particular dimension (e.g., length) or all dimensions (i.e., total volume), commonly through magic, potion, science, etc.
On the other hand, inflation relates to increasing the overall volume of the character/body part through the introduction of various solids, fluids, or gasses.
It should be separated if that is the case.
