were* usually only implies * when it's a category of species rather than a specific species. See implications of werecreature Actually i'm not even sure we're following that rule with our current implications (well, not consistently at least)

Since werewolf is also tagged when "a person in the process of turning into a wolf-like being" instead of just the final complete transformation itself, it does not necessarily mean that the character would immediately be recognisable as a wolf throughout the transformation process (e.g., only the fur coming in and resulting in a very furry man, human head with just dog ears, body_part_transformation, etc.).

I don't really see the problem with it any more than any of the other lore-y-er species tags.

although... I don't think there'd be much lost if we just obliterated all of the subtags (or almost all, copywrited stuff like werehog could be kept. maybe unimplied, though) and then we just keep werecreature on its own.
