I've been wondering about the Mega evolutions from Pokemon and I've seen a few images that are tagged with the Mega pokemon and the regular pokemon. My question is, if there's only a mega pokemon present like post #363895, do we just tag the mega pokemon or do we tag the mega pokemon and the regular pokemon? (for example: post #362206)

I think just the mega pokemon, that would give the mega_* tags a purpose.

That's a tough call really.
It's a combat only form change, not a permanent evolution.
The only comparable thing I can think of that we tag is the shaymin_(sky_form) and all the sky form images are tagged both.

Not sure if it shouldn't be tagged with the normal form name since it is that pokemon still.
Like, I doubt it will have it's own pokedex entry.

But then why would there be mega_* tags if it shows pictures that can perfectly be found with the original pokemon tag itself?

The mega tag would be more specific.

For example, right now you can search:
1. "Shaymin" and get all forms
2. "shaymin_(sky_form)" and get only sky form shaymin.
3. "shaymin -shaymin_(sky_form)" and get all the non-sky form images of shaymin.

Likewise you could search just the mega tag for just megs, the regular tag for both, and regular -mega to get just the original form.

Really the question is, does someone searching "lucario" want to see both regular, and mega lucario, or do we assume that people would prefer to have both tags in the search to get both forms.

I'd say, if they want to see Mega Lucario, then they search "mega_lucario" and I they want to see the regular, just search "lucario"

But that contradicts the existing similar situations.
Shaymin's sky form, black and white kyurem, giratina's origin form etc.

All these are temporary forms of base pokemon species, just like the mega forms.

My opinion, yes.
Either that or we should remove the main form tags from the other alternate form pokemon as well for the sake of consistency.

Someone who searches for pokemon regularly could see the normal/alternate form tags on one image and then wonder why the mega forms don't show up in their other searches, or vice versa.
Inconsistency just causes problems in the long run.

I will say, for 100% certain that all mega_* form tags should have the mega* aliased to them(megalucario => mega_lucario etc.) because that's definitely going to be mistagged, probably frequently.

Edit: Side question, mega_evolution tag for the pokemon, good or should it be something else? There ought to be a tag there for the grouping since some people definitely hate the idea of the mega evolutions and might want to blacklist them all with a single tag(or love them and want to search them all at once).
