Yes, which character owners try to get tagged as. They may technically be the copyright holder of the character (maybe, character copyrights aren't that straight forward), but we don't tag them and such tags should be removed/invalidated when spotted.

when does a person become more of, like, a brand? (and/or) does saberspark refer to the individual or rather the channel that shares the name?

From things I see, it seems to refer to an individual. Their youtube icon is a cartoonized portrait of a person. Their descriptions all refer to themself as an individual: "Saber here! I make video essays and reviews about animation, entertainment, and the media", "I talk about cartoons and stuff". It doesn't seem to be a brand any more than any individual creator uses their name to brand their work.

I mean, yeah, but we have copywrite tags for, like, musical artists where the tag name is just the person's name, kanye_west is the one that comes to mind first.
