To my knowledge, there is no relation like that between tags for blacklisting purposes.
The blacklist's context is only the specific post being checked
... Ah yes, those darn scalies.
Okay, so, if you want to actually do this, the only way you can do it is to search for the undesired tag, and just start blocking artist names individually. Theoretically, if the tag you're after in this regard is what I think it is, you could also block all artists with posts sourced from inkbunny or baraag.
You might be served better with a different site that simply does not permit whatever content you're perturbed by to this degree, that said, as you're pushing a boulder uphill here.
We all know this is about blacklisting any artist that ever drew anything with young characters, with bestiality, or the like.
Consider downloading the database export and then processing it with CSV tools like QSV, to get a list of which artist tags appear next to whatever tag you really really hate but don't want just ban that tag, for some reason.

This feature does not exist, and in fact cannot exist.
While the site does store some information about what tags are most commonly used together, only a very limited dataset is kept.
It would be very impractical to store all of it.
Even if it was stored, the blacklist does not have access to that information.
And fetching it would once again be impractical.
However, you can use this page to look up artist tags that you may want to blacklist:

...heck, now I'm curious. I'd made the same assumption as Calydor and VotP that the person didn't want to view things from artists that they think should be thrown in prison and/or executed, like I've seen so many times. Now I'm finding myself wondering what the hell kind of other tag could produce such a strong reaction.

everyone has hangups. even for me there are at least a couple things that an artist can do/draw that'd make me not want to look at their stuff anymore.

I have no problem separating art from artist - but when ideologies/influences make their appearances directly in the work, I no longer want to view it. Sometimes, a single tag blacklist isn't enough. Usually if an artist posts about one tag, they are more likely to have other posts with similar, related tags. I didn't want to go through and block all of those, so I figured Id ask. Moreover, there are bound to be posts with incomplete tags, but artists are usually always tagged (effectively blocking the work before it even gets properly tagged). What the tag(s) are is really not that fascinating, and I didn't want to stir the pot.

You mean like people using their stuff to soapbox, ranting in the text of the actual image, portraying events or character designs directly tied to their political beliefs, things like that? I think I see what you might be getting at. Examples I'm thinking of are rare, but I have seen them.

You should just try to blacklist those tags then. Blacklists shouldnt have to be small, I like to think mine is pretty big with at least 30 lines worth of tags. You can do something like >>>example_category<<< on a line by itself to try and sort them out under those too. Although blacklisting some tags may have false positives, it shouldnt be a problem for some other specific tags.
