Not so. Here's from bukkake wiki entry:

The sexual practice of a single character being ejaculated upon - but not touched - by a large group of characters, either one at a time or simultaneously.

The face shot is quite common, but not required.

facial =/= bukkake

Implication denied for the reasons mentioned already. Even if it would almost work in practice, the exceptions make this implication invalid.
