I can see the first question going either way but I think "legwear only" should still be applicable because it makes sense for search reasons. If that is the case then the answer to number three should be no, again for search reasons.

I would say accessory, similar to garter or generally a belt.
One could argue that it is a part of lingerie and should be considered to be underwear/clothing, but I already see garter implying accessory.

In the view that garter_belt is a type of accessory, it bypasses any restrictions to nude and mostly_nude (i.e., accessories and decorations do not count as clothing).

So, it can be applied safely to legwear_only and bottomless posts.
In the case for post #3085488, bottomless makes the exemption that "character can be wearing footwear or legwear, and still be considered 'bottomless', as long as the pelvic area is unclothed."
