Reason:

If a character has been gagged then doesn't that imply that some kind of gag is involved? Looking at the results for https://e621.net/post/index/1/gagged%20-gag%20-ball_gag%20-ring_gag%20-bit_gag%20 I'm not really seeing anything that looks like it shouldn't also be tagged with at least one other gag category.

Yes, this does work. The closest it gets to breaking, is when something has been improvised as a gag. But by definition, if something has been used to gag someone, then it is considered a gag while in use even if it's normally meant for some other purpose. So tape isn't normally a gag, but it is considered a gag while someone is gagged with it used that way. Same with cloth or panties. So because of that, I don't think the few improvised and nontraditional gags in there will cause any problems for this implication. So this is approved.
