Proposing a 4th voting option: "Request a Change", to be represented as ⚠️

Use Case

I was reading topic #28980 and I found I mostly agreed with the contents of the BUR for various implications.
However, I totally disagree with the direction of the proposed implications.

There's no voting option that represents my stance with the proposal:
- A positive vote fails to reflect my disagreement with certain important details.
- A negative vote fails to reflect my opinion regarding the general lines of the proposal.
- A "Meh" vote that I have strong opinions about the proposal.

That's kinda what commenting under an AIBUR is meant to be. If you want to request a change, you request it. Having a "Request a Change" option doesn't indicate what you want to change.

I would also want to counter the idea that Meh vote means that you are ambivalent, not that you don't have strong opinions about the matter (and it is kinda a slightly negative vote).

I don't want it instead of replying with corrections, but in addition to. That way, I could both request a change in comments and have my stance be shown on the vote tally.

Agreed on the "slightly negative" part, disagreed on the ambivalent. In any case, I don't think it would clearly convey a "Request a Change" stance.
