I've always seen artists making special art saying something about they have [insert number here] amount of followers, making me think that there is a follow feature in e621. Is what i'm thinking true? If so, how do i do that?

There isn't, and you can't. Any such art you've seen refers to the artist's follower count on another site, which you can find by visiting the links in the source section.

a) No, there is no such feature, this number probably refers to follower count on Twitter or an actual gallery site (which e621 is not)
b) if you just want to follow individual artist tags, I recommend RE621 (for desktop) or e1537 (for Android).
c) the base site also has RSS support, which CAN be used to 'follow' arbitrary searches, but AFAICS nobody wants to deal with the additional setup involved in actually making use of these RSS feeds.

There should be. That'd be friggin dope...from a consumer's perspective.
It'd give more insentive for artists to really take e621 more seriously too.
And maybe we could start building a community on good ol' e6.

Imagine up-and-coming artists just starting out on e6 and building a following here.
Plus engagement with the comments are pretty good and people are usually respectful.
We have good rules to keep people in line as well.
I'd argue that our ToS and Rules are even sticter than YT & Twitch making a safe space easier to find for artists.
Plus the Like & Follow ratio are pretty honest. People who CARE will press the button, unlike those on twitter who give a passing glance and hit like
out of neccesity.

If you have an android phone then you can get an e621 app thaf provides the follow functionality. Or, as pointed out, there's RSS feeds.

(As I discoveredand tested in the last 5 minutes, you can just get an app or a browser extension on any device and add the search that you want notifications for by adding it like https://e621.net/post/atom?tags=taco+dog )
