I've been wondering this for a very long time now. To me it looks like they shouldn't because I don't see any kind of definition of the butt and only see thighs and hips. I've been seeing a decent number of posts like this with and without butt tags.

I don't think so. None, or very little, of the butt is actually visible - it should just be thick_thighs and wide_hips.

None of the buttocks are visible or distinct from the hips or thighs, so these should not be tagged as "butt".
