If smite’s Cthulhu is literally the same character as lovecraft’s Cthulhu: Maybe.

Nasus is only based on Anubis, not literally him.

Cthulhu is Cthulhu. The only case I could see for the tag being valid at all is if the game version is substantially different, visually, from his description by Lovecraft so as to, theoretically with a name change, not run a copyright risk. Given the Smite team jumped on it the moment said works went public domain, of course, there was no reason for differentiation. Smite's characters are the mythological/fictional characters, bear in mind.

Does the same apply to different form of the same character, like meowser -> bowser? For that example, lots of them are tagged as both.

Different forms of a character are supposed to be tagged separately. Link (wolf form) is not tagged as Link, Gigantamax Charizard is not tagged as Charizard, etc. Unless the tag is a base name instead of a specific form, like lycanroc is not a particular form itself but is the base name for midday lycanroc, midnight lycanroc, and dusk lycanroc all together. A number of people mistag the normal form of a character for alternate forms, though. Mistagged posts should be fixed when seen.
